Re-generate build.ninja on source .gyp change

As I remember, the original gyp adds a rule into the main Makefile to re-generate it when the source.gyp file has been changed.

I think a similar rule in generated build.ninja files would be helpful.

Actually, I just checked it and I don't think that ninja really rebuilds itself...
