Here's a slightly different take on #119. Here we are concerned only about OTEL errors, not logs. We surface any possible OTEL error via
core.setFailed()and don't try to do anything about OTEL logging.This behaviour could be optional (it's definitely not backwards compatible), settable via a parameter, but I wanted to get some eyes on this approach first.
