vcpkg registry for ci18n

A vcpkg registry with one port, ci18n: translations for C in one header, with CLDR plural rules for 71 languages.

Add it to the vcpkg-configuration.json next to your vcpkg.json:

ci18n_compile_translations() comes with the package as well; see the library's compiled catalogues.
