Bumps CLI version to 0.1.13 so the npm package catches up with the server.

Skill Suites shipped in v0.2.20 (#828), but the latest published CLI is still 0.1.12, cut the day before cli/src/commands/suite.ts landed. npx @astron-team/skillhub suite ... therefore fails as an unknown command. main is 141 commits ahead of cli-v0.1.12 and also carries the unreleased device-flow login (#857) and the pi / dsh agent profiles (#891).

Also adds the missing suite entry to the Unreleased section of cli/CHANGELOG.md.

Fixes #893

Lint, typecheck and build pass locally. bun test: 532 pass; the 28 failures are login/publish integration tests that hit the 5s timeout against the local fake registry on my Windows machine, independent of the version change. Relying on pr-cli (Linux) for the full test run.

After merging, tag and push to trigger the release:
