TTS/all anti hibernate

Webbrowsers sometimes pause the tab and don't allow audio until you reenter the tab. Mainly an issue on mobile, when the OS puts the browser app into some hibernate mode.

Fix is one of the two:

• If there was no activity on the page for 20 - 30 seconds play a 1 second long silent audio clip.
• Somehow force the website to "wake back up" when there is a new twitch irc message.
