Opening UTM and then uninstalling it can leave the uninstall waiting indefinitely for the app to exit. SimStore disabled Shut Down while that operation was pending, preventing recovery through the app even though normal simulator shutdown still worked.
Allow shutdown from both the simulator summary and details during app operations, and remove the matching action-handler guard. Device power state continues to control availability. Remove the obsolete tooltip and translations, and update the existing button and localization tests.
Validation:
simctl shutdowncompleted in 10.26 seconds and cleared the stuck processes.
