fix(DateField): prevent time from going to AM when PM selected and the time changes

Filing this as a bug report / initial step for a fix.

This was the bug I was running into:

Whenever you change the hour and PM is selected the time will change to AM

I had Cursor pnpm patch this fix into my project and it worked but I don't really understand it fully atm and don't really want to put the effort to cause I am working on other stuff

Just gonna open this as a draft so at one point we can get it across the finish line
