Renames the 14 lifecycle guideline modules to ADLC and updates their consumers, commands, and checks. PRD, TAD, and ADR now share one CID/RAO/SVO contract, bounded reasoning feedback, reusable in-scope authorization, and evidence-based pain-to-revenue and cleanup rules.

Adds strict validation for 25 YAML frontmatter records, preserves the enrolled GitHub required-check identity, and invokes the pinned Agentic OS evaluator. Runtime and production readiness require evidence rather than metadata claims.

Validation: 220 tests passed; npm test, guideline:check, check, and git diff --check passed. Every edited file is below 600 lines and 500 kB. Independent content review findings were resolved.
