docs: tighten the "Human decides" stance headline#199

The design-stance headline dropped its article to sit parallel with its
siblings ("Rules stay local", "Data stays local", "Data stays local" on the
site cards) and read as a crisper keyword. Applied uniformly across the
surfaces where it is a headline/slogan:
- README.md stance bullet
- website hero tagline (index.md)
- HomeFeatures.vue feature-card title
Left as-is where it is running prose with an article (SOUL.md, autopilot
diagram) and the arch glossary entry that governs that prose usage. The
Chinese mirrors are article-less already, so no change there.
