Part of honua-migrate#101. Ports the WMS sample runner from shell/raw HTTP tooling to zero-dependency Node fetch while preserving upload, publish, WMS/access policy, GetCapabilities, PNG magic, and IHDR dimension assertions. Checks: node syntax, manifest validation, gallery check, policy scan, diff check, and live isolated Honua/Postgres smoke PASS for a 317x241 PNG.
