Adopt naming scheme of Flipper community IRDB

Flipper's community IRDB has a naming scheme for commands to help create some unity. I think it would make sense to adopt this and align with them.

I am fine with having a naming scheme, not sure if this one looks good as python enums, though.
The AC ones are a bit strange,though. I don't think I've ever seen "cool low" or "heat low" in an AC 🤔 And what is "dh"?

I'd love to contribute to this effort. I just don't want to hijack it if it has an owner. Is there someway to discuss defining naming and IR coding standards?

The Python Style guide should be followed and according to it enums should be all caps with underscore for spaces.

Example:
POWER
ZONE_2_POWER

We cna do all caps and still follow similar names for our keys on the enums as Flipper uses.
