Encapsulates stretch_new_user_install in a uv environment

To test

1. Run stretch_new_user_install.sh -u uv_test and follow the interactive prompts to set up a new user.
2. Log into the new user and test using the robot.
3. Make sure is colcon builds inside the uv venv by checking the shebang at the top of the file
