wand #57 is closed: the repository settings script now lives at
internal/tools/repo-settingsin wand and its invocations are in wand'sdocs/maintainer-notes.md. The Dependabot paragraph links both instead of naming the ticket, and the check-names paragraph says the same script passes the Gates as-checkflags.Documentation only; the smoke workflow is unaffected.
