Transfer ownership of the extension to the Haskell community#256

This extension is transferred to the Haskell community to further maintain and develop. We replace all URLs to the old repo with the new one, and make sure the publisher name is correct. We are not updating the LICENSE yet, this should be done in accordance to the original author.

If you're updating the version to 3.8.0 then there are a few other places that need to be updated to that version.
