• replaces six legacy plugin identifiers with the terraform and packer product bundles
• adds hand-maintained Claude Code and Codex manifests and marketplace parity
• applies lifecycle metadata, the 20-Skill catalog, explicit CODEOWNERS, supported-model documentation, and governance templates
• publishes GPT-5.6 Terra as the latest governed GPT baseline and GPT-5.5 as the n-1 baseline
• moves public Terraform Policy eval assets into the private project-context evaluation program
• expands structural and Markdown-link validation

Why

This integration applies the repository governance refresh while incorporating the requested Skill updates into the canonical product bundles.

User and contributor impact

Individual npx skills installation remains primary at plugins/<product>/skills/<skill>. Claude Code and Codex publish exactly terraform and packer. The six old plugin IDs are removed without aliases; migration guidance is included in README and CHANGELOG. Contributions remain internal-only.

Validation completed

• structural and JSON validation for two marketplaces, two bundles, and 20 Skills
• Claude Code and Codex marketplace installation of both product bundles in isolated homes
• all 20 individual Skill installs through npx skills
• Codex and Claude Code plugin schema validation
• all 20 Skill schema checks

Evidence status

Private Waza 0.38.3 suites exist for all 20 Skills. The required paired release-impact runs are intentionally pending, so this PR remains draft. Below-threshold results will receive maintainer dispositions; missing required runs keep the evidence package incomplete.
