feat(decommission): sovereign ecosystem migration, native tooling & golden sequence - #335

- Why: Eliminate external dependency on ~/.config/LIFEOS/USER by ingesting all personal identity, telos, operational rules, and personal notes directly into ~/.memory/USER.md and the SQLite store with Vibeguard protection. - What: Add src/cli/import_lifeos.ts, wire 'import-lifeos' command in src/cli.ts, and add test/import_lifeos.test.ts. - Verification: bun test test/import_lifeos.test.ts passed all 4 tests cleanly, and live import migrated 52 notes and synthesized ~/.memory/USER.md.
- Why: Replace the external dependency on ~/.config/LIFEOS/runtime/TOOLS/SecretScan.ts with a standalone, high-performance, zero-dependency secret scanner natively built into musememory. - What: Add src/cli/secrets.ts, wire 'scan-secrets' CLI command in src/cli.ts, and add test/cli_secrets.test.ts. - Verification: test/cli_secrets.test.ts passed all 4 tests cleanly, and live scan scanned 1,297 files in 81ms with full redaction.
