feat: flagship 0.2.0 — CI, badges, docs, expanded offline tests

Summary

Flagship-quality pass for evidence-synth (PRISMA evidence-synthesis framework).

• CI: .github/workflows/ci.yml — pytest matrix on Python 3.9 / 3.11 / 3.12 (push to master + PR), plus a ruff lint job. All tests are offline & deterministic (bundled sample corpus / pure-logic units).
• Badges: CI, PyPI, Python-versions, and License badges added to the top of README.md.
• Docs: SECURITY.md (supported versions, private vulnerability reporting) and CONTRIBUTING.md (setup, offline test/lint workflow, branch/PR conventions).
• Tests: new tests/test_novelty.py (verdict logic with mocked counts, no network) and tests/test_dedup.py (deterministic + fuzzy merge on in-memory sets).
• Lint: ruff config added to pyproject.toml; safe fixes applied (import sorting, re.S→re.DOTALL, unambiguous variable names). No behavior change.
• Version: bumped to 0.2.0 (pyproject + __init__).

Verification

• pip install -e ".[dev]" ✅
• ruff check . → All checks passed ✅
• pytest -q → 23 passed ✅ (fully offline)
