Scope

Add one planning note for issue #91. This PR defines the exact boundary for the next bounded Ofsted Essex ingestion slice before candidate evidence or knowledge-object work begins.

What changed

  • Defines the source boundary around Extract 002 and the relevant page 2 paragraph.
  • Allows limited page 5 context only for EHC-plan timeliness, the source-attributed contributor to delay and the stated support consequence.
  • Separates assessment delay, EHC plan delay, provision wait, support wait, family dissatisfaction and inspection synthesis into distinct candidate claim units.
  • Flags that assessment of needs must not be silently narrowed to EHC needs assessment without source support.
  • Records included and excluded claims, nearby-object checks, likely evidence types, candidate object treatments, the public/private boundary and stop or shrink conditions.
  • Requires a candidate evidence table before evidence records or semantic object changes.

Nearby-object conclusion

The planning review found no direct existing object that should automatically receive the delay evidence:

  • PP_002 may be contextually relevant but is not the same condition as delay.
  • UN_015 and UN_007 are not directly supported by the inspection wording.
  • deprecated UN_010 remains lineage only.
  • BEH_009 depends on the excluded push hard material rather than this delay slice.

Absence of a direct fit does not authorise creating a new pain point before the candidate evidence review.

What did not change

  • No evidence or knowledge objects were created or edited.
  • No source evidence map was changed.
  • No schema, template, validator or relationship vocabulary changed.
  • No user need or civic need was formulated.
  • No maturity, confidence or review state changed.

Expected validation effect

The next PR should be able to build a candidate evidence table without collapsing several delay conditions into one pain point or causal chain, and without letting the EHC statutory mechanism define an enduring user need.
