This commit also fixes the changelog of AWSBatch-CLI 1.1.0. Although the code of AWSBatch-CLI 1.1.0 supports Python 3.10, we didn't add the support in the setup.py. Signed-off-by: Hanwen <hanwenli@amazon.com>
