Add monthly_department_report and ntd_operational_metrics with Drizzle schema and migration. Expose GET/POST /api/ntd-operational keyed by monthlyReportId (yyyymm). Add NTD Ops department page and navbar link. Remove peak vehicles from HR metrics API/UI; store peak motor/lift counts on NTD operational metrics instead. Harden DB init when DATABASE_URL is missing; optional Drizzle adapter for NextAuth. Load .env.local in drizzle.config for migrations. Made-with: Cursor
