What changed

  • mark the reciprocal terminology record as the resolution of preserved PCA v0.1 section 22 item 3
  • link the MPAA-owned fixed-revision terminology review
  • retain explicit no-equivalence and no-authority-transfer boundaries
  • add verification publication tests and run them in the Python 3.10–3.13 workflow
  • expose the resolution status in the PCA README

Why

PCA already contained the substantive side-by-side terminology table. This package makes its provenance and resolution target explicit and establishes the reciprocal reference required by MPAA issue #3.

Boundary

The preserved v0.1 source remains preserved; the active PCA Core and transition-record schema are unchanged. The mapping is a fixed-revision verification artifact, not a continuation result or normative import from MPAA.

Coordination

Companion MPAA PR #6 adds the MPAA-owned record. MPAA issue #3 should close after both PRs pass and merge.
