Adopt superstitious protection for PR and Issue IDs

I've implemented a GitHub action recently that's similarly non-sensical :D

I'm not sure that it will work 😆
For example, a person wants to add a check for 777 to eslint-plugin-superstition, but the pipeline will be fail, because the new code will contains 777 or some another unlucky numbers :D

I don't think you understand the premise of that action. The action ensures that issues and PRs do not get misfortune IDs.

This issue for example is #3.
The action preemptively creates issues and closes them so that actual issues and PRs don't receive #7, #13 and so on

Got it, thanks) I thought that the changes in general should contain any unlucky numbers (like in my eslint plugin). This is my inertia of thinking.

Anyway, my eslint-plugin is too outdated. But I will recommend your Action to my friends)
