Add a workflow that creates a GitHub release from the matching CHANGELOG.md section when a release tag is pushed, falling back to auto-generated notes when no section exists. Update the [Unreleased] changelog to cover all changes since 0.9.0.
Moved to feature/github-release-automation so it can be reviewed and merged independently of the changelog and docker changes.
