Adopting secure baselines and other (limited) resources into our AWS Control Tower's Management account. Initial setup requires bootstrapping to create the tfc_ct_role using access tokens or the tfc_role in the cloud-factory repo.
Limited resources should exist here, other than those managed by AWS Control Tower itself.
