This pull request enables the upcoming Swift feature "ExistentialAny" in the generated Package.swift template and updates the Swift code templates and tests to use explicit "any" existential types for protocols such as Decoder, Encoder, Swift.Error, PollingErrorPolicy, and PollingBackoffPolicy. Enable ExistentialAny upcoming feature in generated Package.swift and use explicit any for Decoder, Encoder, Error, and PollingPolicy.
