From Sep 28 to Oct 10, at least 34 split-units jobs across 25 ci.yaml runs ran until the 6-hour job limit, about 12,250 runner minutes. They hang in unrelated tests in java-bigtable, java-pubsub and java-spanner, while successful split-units legs over the last 40 merged PRs took 10 minutes at most. This adds timeout-minutes: 45 to split-units and split-units-8 so a hung leg fails fast. It doesn't fix the hanging tests.

I signed it!

Hung unit tests in java-bigtable, java-pubsub and java-spanner kept split-units jobs running until the 6-hour limit.
