- Add a config option to enable file request authorization - Authorizer functions Allow1 and Allow2 are used - Allow3 and Allow4 test against contact data that's not part of file requests, so they're not applicable. - Add client labels and certificate (if applicable) to request headers PiperOrigin-RevId: 791720219
