Specs out fixing the missing yugabyte_database config attribute and adding validation so add_index_yb can only be used when the target database is configured as YugabyteDB.
Add yugabyte_database as a configuration attribute to MultiDatabase::Database to support YugaByte-specific database validation. The attribute defaults to false when not configured and respects explicit true/false values. The existing Config#yugabyte_database? method now correctly delegates to this attribute.
