From v0.5.0 the shared go test decides for itself whether a run has
anything to exercise, and skips the matrix when it has not. What it
watches is go sources, which are not the whole input here: the integration
tests compare against captured specs, so fixtures/** is declared alongside
them — a corpus that moves without a line of go moving is exactly what
those tests are there to catch.

The status names do not move: "tests completed" is still the gate, and the
run gains a "Changes" job in front of it.

The workflow was filtered by "on.paths", so a pull request touching no
documentation never started it and it reported no status at all — which is
fine until the day the doc build is pinned in the branch protection rules.
Detection moves into a "changes" job that fails open, so the build is
skipped rather than never run, and a freshly pushed tag rebuilds the site
because a new tag has no previous commit to compare against.

What is watched widens slightly: the shared doc preset covers markdown
anywhere in the tree, where the old filter saw only docs/ and the hugo
tree. Nothing that used to trigger a build stops triggering one.
