Issue: Missing Health Zone Data in SitReps 84–87

Description

SitReps 84–87 did not include health zone (HZ)-level data. For these reporting periods, confirmed cases and deaths were therefore initially added at the province level using the aggregate counts reported in the SitReps.

Data reconciliation

Health zone-level data reappeared in SitRep 88, dated 2026-08-10.

Because HZ-level data were unavailable for SitReps 84–87, curators cannot reliably reconstruct incremental daily HZ-level counts for 2026-08-06 through 2026-08-09. The HZ-level data should instead be re-added using the SitRep 88 date (2026-08-10).

As part of reconciliation:

• HZ-level records currently associated with 2026-08-06 through 2026-08-09 should be deleted.

• Harmonized HZ-level data should be re-added using 2026-08-10 as the reporting date.

• Province-level data for SitReps 84–87 should be retained in this record as the authoritative data for those reporting periods.

Important interpretation note

The apparent jump in case counts associated with the reappearance of HZ-level data in SitRep 88 primarily reflects the integration of harmonized health zone data. It should not be interpreted solely as new notifications reported during the preceding 24 hours.

Note: If we add the HZ-level data from SitRep 88 onward, we will have an issue accounting for deaths that are reported in the SitRep but cannot yet be assigned to a specific health zone.

The linelist currently uses a general “to be broken down” category to capture these deaths. However, once HZ-level data are added, we cannot add the same deaths as a separate unallocated category.

As a result, the overall death total would be 59 deaths lower than the SitRep 88 reported total, with the discrepancy increasing in subsequent SitReps as additional HZ-level data are incorporated.

We will need to determine how to represent these unallocated deaths while maintaining consistency between the province-level totals, HZ-level data, and linelist-derived counts.

Consensus: add deaths to the linelist under Status: a ventiler. Translation of "to be sorted". DRC's INSP SitRep88 first included this category under confirmed deaths. Curators have used this category to account for deaths that are reported but cannot yet be assigned to a specific health zone.

Added with location comment ""Il s'agit des deces confirmes survenus dans les differents CTE de la province et sont en cours de ventilation pour etre classifie par zone de sante." Translation: These are confirmed deaths that occurred at the province's various Treatment Centers (CTEs); the data is currently being broken down for classification by health zone."

This approach also gives us the flexibility to discard the deaths at a later date if HZ data is released and we can place the "a ventiler" deaths into the linelist by HZ.
