Sovereign AI — running and governing the models, data, and compute behind an AI system rather than renting them from an external provider — is a fast-growing area spanning local-first assistants, on-device inference runtimes, privacy-preserving and federated training, and EU AI Act compliance tooling. This PR adds a neutral, factualindex.mdwith the required fields and a short body. No image is included, since no universally recognized official logo exists for this general concept (consistent with the recently mergedai-agenttopic).
