Adds the Microsoft Teams SDK plugin (microsoft/teams-sdk, path plugins/teams-sdk), pinned to tag plugin-1.3.0 / commit 5d47c8a7b6793bb2fb911a99241c9b16b4995d15.
This follows the same schema used by existing external plugin entries such as abric-skills and power-platform-skills (source.source = github, repo, path, plus a pinned ref/sha).
Validated locally with
px @microsoft/vally-cli lint against the pinned ref — 2/2 checks passed for the teams-dev skill.
