This option creates a tooltip on footnote links. It is empty by default. If enabled, it must be a format string containing `%s`.

Add the option for an accessible tooltip on footnote links and backlinks.

This is motivated by wanting to use it on the QUnit Blog, e.g. https://qunitjs.com/blog/2025/01/19/stacktrace-cleaner/, which uses Jekyll (via jekyll-theme-amethyst).
