Moves the count, check and release flow that ConcurrentRateLimitAllocationPolicy and ReferrerGuardRailPolicy each repeated into BaseConcurrentRateLimitAllocationPolicy. No behavior change.

  • Subclasses now only supply the bucket and limit, which queries they skip, and how a decision becomes an allowance.
  • Buckets, limits, explanations and decisions are unchanged.

…mit_shard_factor

ConcurrentRateLimitAllocationPolicy and ReferrerGuardRailPolicy each re-implemented
the same count, check and release flow. BaseConcurrentRateLimitAllocationPolicy now
runs it; subclasses supply the bucket and limit, which queries they skip, and how a
decision becomes an allowance.

rate_limit_shard_factor is a per-policy setting no region sets; it is fixed at 1.
Buckets, limits, explanations and decisions are unchanged.
