test(nextjs): Use React 19.3.1 in the vinext e2e variants - #25449

vinext 1.2.1 requires react, react-dom and react-server-dom-webpack 19.3.1 or later for App Router builds, because 19.3.0 shares typed-array buffers across Flight chunks. The vinext build script installed react@19.3.0, so the build failed. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
