ci: Run lint steps in parallel - #25187

The three lint steps are independent but ran one after another (about 59s combined on develop). Running them in a parallel step group cuts the job down to roughly the length of the slowest step, lint:types at about 32s. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The Lint job ran its three lint steps one after another, about 59s in total on
develop(source 10s, ES compatibility 17s, types 32s). They don't depend on each other, so this uses the new parallel steps to run them together. The job should take about as long as the slowest step, around 32s.This is the first of several small PRs that use parallel steps in CI. I kept each one separate so a problem with the new syntax only affects one job.
