Surveys the network-layer primitives for reaching a Porter from HQ and
nothing else: Hetzner private networks/vSwitch and Cloud Firewall,
Cloudflare Tunnel and WARP/Mesh, Tailscale, Headscale, plain WireGuard,
plain TLS/mTLS on a public port, and the NAT/dial-direction constraints.

Recommends shipping the no-extra-infrastructure baseline: one WSS port
with mutual pinned-keypair auth at the application layer, behind a
default-deny host firewall, with Porter dialing out whenever it cannot
accept inbound. First upgrade step is an optional per-Porter Tailscale
transport embedded via tsnet.

Resolves the research for #13; feeds #5.
