Require oauth4swift 0.9.0 and scan Android objects for FoundationNetworking - #94

oauth4swift 0.9.0 has swift-tools-version 6.3, so resolving it needs a Swift 6.3 toolchain. Move the package and the Apple CI jobs to match. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

oauth4swift 0.9.0 drops its
FoundationNetworkingimports, so the library and its dependency closure no longer link it on Android. This raises the oauth4swift requirement to 0.9.0 and has Android CI scan the built objects for the-lFoundationNetworkingautolink entry, with a positive control against a target that does import it.This also raises the package to Swift 6.3 (tools-version and the Apple CI jobs, now Xcode 26.4), because oauth4swift 0.9.0 has tools-version 6.3. Consumers on Swift 6.2 can no longer resolve it; the changeset is
