MintPy-related rsmas_insar installation problem on Mac

When installing on Mac, this mamba command gives a problem:

mamba install python=3.10  --file minsar/environment.yml --yes -c conda-forge                     # first install c-code

It turns out that the mamba install mintpy --yes changes mamba to a newer version. This newer version gives the problem. I think we can do the MintPy installation later.

I think we should move the MintPy installation after minsar/requirements.yml

Other question:

• do we need pip install -e tools/MintPy at all?
