Remove counter for recent clang versions #164

Recent clang versions warn for __COUNTER__, which results in downstream projects having to turn off warnings. We don't need this (was removed in nanoarrow some time ago) because we introduce a new scope for our GEOARROW_RETURN_NOT_OK().
