docs: add reference-data.json with v3.15.1 CLI reference data#381

Extract task/tag/other command reference data (EN/JA) from the current i18n.jsx into a standalone JSON file, sourced fresh from the commander definitions in src/cli/commands/. Fixes stale option lists for task copy/unarchive/purge/block, adds previously undocumented commands (context, agent-guide, config get, tag show, task update-parent, task get's show alias), and adds missing options across task add/update/list/ find/delete/comment, tag add/attach/detach/rename/delete, and board. This is additive only — i18n.jsx and reference.jsx are untouched so the existing docs site rendering keeps working until #688 wires up fetching this file.
