What this PR does / why we need it:
This updates the gardenlinux submodule. It includes several larger updates to the upstream build workflows. A
bare_flavorhas to be present in theflavors.ymlas the code inbuild.ymlis currently somewhat hard wired and needs at least a single bare flavor.
