What this PR does / why we need it:
This PR bumps
python-gardenlinux-libto version 0.8.7 (again) fixing and improving handling of nested (PXE) archive contents. Additionally this PR improves the GitHub workflow upload_oci.yml utilizing the library. This PR additionally fixes issues with updating the OCI manifest entries in GitHub workflowupload_oci.yml.
