chore(deps): monthly Dependabot, local biome schema - #70

- dependabot.yml: actions + npm monthly with a 7-day cooldown, minor+patch grouped, semver-major ignored (migrated by hand). - biome.json: $schema points at the installed node_modules/@biomejs/biome/configuration_schema.json, so it cannot drift (it read 2.5.14 against an installed 2.5.15; #55 tripped on this). test/registry-maturity.test.ts is unchanged: it holds workspace policy (release-age cooldown, allowBuilds, CVE override floors), not dependency versions Dependabot bumps.
