Use the first path segment to identify github.com hosts instead of startswith, clearing py/incomplete-url-substring-sanitization while keeping the pinned-remote validation unchanged.

Clears py/incomplete-url-substring-sanitization in fleet_policy. Behavior is unchanged: only a first segment exactly equal to github.com is treated as GitHub.
