Adds a path-filtered real boot CI workflow for CapOS-sensitive changes. The workflow builds ArgosFS-root CapOS images for x86_64, aarch64, and mips64el, boots each image under QEMU, and probes the documented webpanel API on 2000/tcp.\n\nAlso makes the webpanel uhttpd first-boot config enforce the documented 2000/tcp HTTP and 2020/tcp HTTPS ports, opens those ports from WAN, and adds an offline smoke test for that runtime config.
