Matches #1425. Merged main to resolve the changelog conflict and moved the section to the merge date (2026-10-09).

The Identity page's "Profile concurrency" section now says the
ETagis an HMAC-SHA256 of the fieldsPUT /profilewrites, keyed with the user'sSecurityStamp, instead of theConcurrencyStamp. It replaces the bullet that listed a failed sign-in as a cause of412with what moves the tag and what does not (a password change and a two-factor toggle do, because they rotate the key), and describes the one narrow412that remains at save time.
