The reopened audit needs complete publication evidence. Add a manifest with interim source heads, reviewed native gates, full wheel/sdist/crate inventories/digests, registry destinations, workflow triggers/commands, live approval gaps and remaining provider/infrastructure/timer/archive/recovery/relocation acceptance. Preserve the publication hold.

Latest ordinary pushed/remote-verified checkpoint a35610efbeafbbed00f1f4c78f3933eb50aa1be7 clarifies optional application usage does not waive approved synchronized implementation. Updates interim evidence to Pythonfd906569unit/1083conformance/6actualPG and Rust full9da131all-feature versus output-only85c19freshgates/Clippy/all4CI, plus infrastructure10790separateprovider/bridge11tests. Broader profiles remain explicitly incomplete. Exact-head scoped independent LGTM and32holdtests/hashchecks/strictMkDocs passed; latest CI passed. Interim76wheel/125sdist/102crate inventories remain bound to their earlier sources, not falsely final packages.

Keep draft: final exact source pins/full manual coverage/both-engine gates, completed provider/example acceptance, regenerated final packages, live Environment/registry publisher proof and full final audit remain unfinished. Rust publishing PR67 only declares an Environment; live protections are unproved. Prepared Cloud api.github.com and connector Environment reads remain blocked. No tags, workflow release dispatch, publish or deploy.

Refs #32; reopened audit fruwehq/determa-state-examples#21.
