Adds the repository declaration Fluent needs to enroll updex: enabled, quality and ci maintenance programs, action ceiling up to open-pr and create-followup, accountable owner bketelsen. docs/design/queue-operations.md is the operator runbook for the v1 work engine: prerequisites and environment, enrolling a repository through Core and the four canonical surfaces, filling the queue from labeled issues and the standing dogfood feeder, admitting and deferring work, configuring and prompting MCP workers (including installing the portable skill), watching claims, blocks, verification and delivery, backups, what to record for the PRD, and troubleshooting GitHub outages and schema restarts. The first dogfood repository is frostyard/updex; its enrollment changes are open as frostyard/core#83 and frostyard/updex#297. queue -- list gains --repository, --kind, and --limit filters and queue -- show <id> prints one item with its event history, neither revealing a lease token.
