Summary

Adds accepted ADR-0033, defining a narrow semantics-preserving exception for link maintenance in immutable ADRs. It repairs ADR-0024 with a permanent historical permalink, labels frostyard-repo-docs as the current successor, and makes the docs gate validate relative links in Superseded ADRs instead of skipping them.

ADR-0033 is used because ADR-0032 is reserved by #69; this branch remains independently based on main per the squash-merge convention.

Closes #54.

Risk tier

Risk tier: 2 — changes docs-integrity enforcement for Superseded ADRs in addition to documentation.

Docs housekeeping

  • New docs started from their category's TEMPLATE.md
  • Every new doc indexed in docs/README.md
  • Cross-links added in both directions (ADR-0024 ↔ ADR-0033; policy surfaces updated)
  • New significant decision recorded as an ADR first, in this PR
  • Conformance aliases (ADR-0029) untouched — canonical targets edited instead

  • node scripts/check-docs.mjs green
